â›˝ Not just a phase: An agreement has been reached between the Canadian federal government and the LNG Canada partners to advance the $33 billion Phase 2 expansion of the liquified natural gas facility in Kitimat, B.C.

🏗️ Data partners: Bell has selected Bird as the lead construction partner for its 300 megawatt data centre in Saskatchewan, and formalized a long-term strategic partnership with the contractor to support a multi-year, Canada-wide AI data centre buildout.

đź‘® Jail expansion: Ontario will spend $3 billion over the next decade to add 2,500 beds to its severely overcrowded jail system, which is currently operating at 127% capacity. Officials announced the plan includes building new facilities and reopening closed jails.

THE BIG STORY

Pipeline deal struck with Alberta

Prime Minister Mark Carney and Premier Danielle Smith have finalized a climate and energy agreement that could see construction on a new West Coast oil pipeline begin as early as next fall. 

Next steps: The regulatory clock is now ticking. Under the agreement, Alberta must submit a formal proposal to the federal Major Projects Office by July 1. Following that, the federal government has committed to designating the pipeline a "project of national interest" by October. If these milestones are met, the province expects the first barrels of oil to flow no later than 2033 or 2034.

Missing pieces: There is currently no private sector proponent or confirmed route. The Alberta government is acting as the official proponent for the MPO submission. When pressed on when a private company might take the reins, provincial officials stated, "Stay tuned," noting that Alberta will remain the lead until the July 1 submission.

Price check: To secure federal support, Alberta agreed to a new industrial carbon pricing schedule. The effective price will rise to $130 per tonne by 2040—a slower pace than previous federal targets, which Alberta estimates will save the industry $250 billion by 2050. Prime Minister Carney framed the compromise as a necessity for "building trust in a Canada that works".

The B.C. factor: Any pipeline to the West Coast must cross B.C., and the agreement calls for immediate "trilateral discussions" between Ottawa, Alberta, and B.C. Premier David Eby has already called the agreement a reward for bad behaviour (threatening separation).To sweeten the deal, Alberta indicated it is open to discussing revenue sharing and supporting B.C.’s own interests.

Economic Impact: For the construction sector, this represents the largest civil engineering pipeline in a decade. Beyond the multi-billion dollar pipe-lay, the "mutually dependent" Pathways Project—a massive carbon capture network—represents tens of billions in additional industrial construction.
