Economy: President Donald Trump is offering Canadian steel and aluminum firms immediate tariff relief in exchange for a commitment to relocate future production to theU.S. While U.S. officials frame this as a path to easing the 50% levies, Prime Minister Mark Carney has denounced the strategy as an aggressive violation of North American free trade agreements.

TOGETHER WITH PAIN BC

The construction industry has a pain problem

In 2025, 21% of overdose deaths were people employed in the trades, transportation or equipment operation industries. Province-wide, nearly half had sought medical care for physical pain in the year before their death.

Pain BC CEO Maria Hudspith says the construction industry is carrying a pain crisis it hasn't named yet — and that silence has real consequences for retention, long-term workforce sustainability, and — importantly — worker safety.

NEED TO KNOW

The week's headlines

🛢️ Pipe expansion: Canada has officially approved Enbridge’s $4B Sunrise Expansion Program, a project designed to add 300 million cubic feet per day of natural gas capacity to the Westcoast pipeline system in B.C. It involves 139 km of new pipeline and infrastructure upgrades.

🤝 Shale deal: Shell plc has reached a $22-billion agreement to acquire Calgary-based ARC Resources Ltd., a major producer in the Montney shale formation in Western Canada. This strategic move establishes Canada as a "heartland" for Shell’s global gas business following its exit from the Alberta oilsands, providing a direct feed for the LNG Canada plant in Kitimat.

⛏️ Mining potential: The Ontario government has designated Hydro One to construct the 162-kilometre Red Lake transmission line to meet a projected 525% surge in energy demand driven by a looming mining boom in the province's north. The project is designed to power up to 41 potential new mines.

🚢 Port partners: The Vancouver Fraser Port Authority (VFPA) and Global Container Terminals (GCT) have signed an MOU to explore a partnership for the advancement of the Roberts Bank Terminal 2 (RBT2) project.

THE BIG STORY

Sovereign wealth: A ‘people’s fund’ for infrastructure

Canada has officially launched Canada Strong Fund, a "national savings account" designed to break the cycle of under-investment in domestic infrastructure.

A sovereign bet: With an initial $25 billion federal injection, the fund is designed to move Canada past its "regulatory limbo" reputation by taking direct equity stakes in massive infrastructure, energy, and mining projects alongside private investors.

The retail twist: In a move reminiscent of the victory bonds of old, the fund includes a retail investment product. For the first time, individual Canadians (and the workers building these projects) can buy into the fund.

Global inspiration: Norway’s $1.6 trillion (USD) sovereign wealth fund is the clear inspiration. But it was built on decades of surplus oil taxes and invested internationally to avoid domestic inflation. Canada is launching with seed capital during a deficit and focusing entirely on hyper-domestic physical assets. This turns the fund into a direct tool for nation-building rather than just a passive savings account.

What's next: More details are expected today in the Spring Economic Update which will outline the "arm’s-length" governance structure of the fund. While Saskatchewan Premier Scott Moe expressed cautious support for the fund, he joined other industry voices in noting that its success depends on whether it can bypass the regulatory hurdles that have historically slowed construction.
